Ex officio investigation launched to ENSURE discrimination-FREE public universities
The purpose of the inquiry is to establish whether the universities respect the freedom of expression in the field of education and university life and whether they provide protection for the students and professors who are potentially disadvantaged based on their political views.
The expression of political beliefs is a fundamental right, which is protected by both the Fundamental Law of Hungary and the international human rights treaties. Universities must create an environment in which the representatives of different political opinions may freely and safely express themselves without being disadvantaged in any way whatsoever.
During the inquiry, the Office reviews the internal regulations of the universities, the potential cases of discrimination, as well as the complaints and experience of those concerned. The Commissioner for Fundamental Rights pays special attention to ensuring that it is not only discrimination based on the right to express political views but also, on the basis of other protected characteristics that should be avoidable in the future.
Universities, as the centres of social knowledge, play a key role in promoting diversity and free thinking. Any discrimination against any student based on political views is not only unlawful but also, goes against the spirit of education.
Such cases do not only violate the rights of the students but also exert an adverse effect on the open and inclusive atmosphere of the universities. It is the responsibility of the universities to ensure a discrimination-free environment and equal access to learning and research, irrespective of the students’ political or other views.
The Commissioner for Fundamental Rights is committed to ensuring that every university in Hungary be an inclusive, safe community that respects the freedom of expression. The Office will disclose the findings of its inquiry currently including public universities in a public report and if necessary, will make recommendations for the further strengthening of a discrimination-free university environment.
