The UN Convention on the Rights of Persons with Disabilities (CRPD) requires that States designate or establish one or more independent mechanisms to promote, protect and monitor the implementation of the Convention on the national level, taking into account the international principles relating to the status and functioning of national institutions for the protection and promotion of human rights.

The UN Convention and the related Optional Protocol became a part of the Hungarian legal system through the promulgation of Act XCII of 2007. Since 1 January 2023, the Commissioner for Fundamental Rights has been performing the tasks of the independent mechanism of the UN Convention on the Rights of Persons with Disabilities (CRPD), which promotes the implementation of the principles and commitments undertaken in CRPD, and the monitoring of their national-level enforcement, through its Directorate-General for Disability, thus completely fulfilling the international requirements guaranteeing the independence of the monitoring mechanism. In addition to the new form of institutional operation, the broader civil society working for the interests of persons with disabilities is also involved in monitoring implementation, with the Disability Advisory Board also assisting the activities performed by the Commissioner for Fundamental Rights.
